Bureau of Civic Order & Community Standards
“Play fair, be respectful, and keep BugsVille a place worth calling home.”
The Bureau of Civic Order has issued the following ordinances to ensure BugsVille remains a city worth living in. Compliance is expected. Enthusiasm is optional but encouraged.

Ordinance §1
Anti-Spam Decree
Pinging staff or fellow citizens repeatedly constitutes a municipal nuisance. If it can wait, it can wait. For urgent matters, file a ticket with the appropriate department. That’s what the paperwork is for.
Ordinance §2
Mutual Respect Act
Hate speech, harassment, slurs, and targeted hostility are grounds for immediate deportation proceedings. The city encourages humor. It does not encourage being a jerk. There’s a difference. You know which one you are.

Promotional Licensing Requirement
All external promotions (servers, projects, videos, side hustles) require prior clearance from the Overwatch Team. Unlicensed advertising will be treated as municipal littering.

Public Disturbance Prevention
Arguments, personal grievances, and interpersonal disputes shall be conducted in private channels or DMs. Public channels are designated chill zones. The city does not provide popcorn for spectators.

Decency & Content Standards
No NSFW, illegal, or shock content, whether in Discord, in-game liveries, or anywhere within city limits. The Department of Public Decency reviews all complaints personally and does not enjoy it.

Respect for Municipal Authority
When a moderator issues a directive, the appropriate response is compliance, not a public debate. Overwatch isn’t perfect, but they’re the government you’ve got. Appeals can be filed through proper channels.

Contraband & Unauthorized Modifications
Automation scripts and external tools that affect gameplay are strictly prohibited within BugsVille city limits. Client-side audio and visual mods that don’t impact gameplay are permitted. The city has no issue with how your radio sounds. Custom vehicle skins and visual-only vehicle modifications are also allowed, including police liveries for citizens holding an active BPD role. The Motor Division conducts random inspections.

Official Language Policy
English is the designated language of all public municipal channels. Regional and alternative-language conversations are welcome in DMs or designated side channels. The city’s translators are on permanent vacation.

Voice Channel Noise Abatement
Soundboards at full volume, sustained screaming, and unsolicited DJ sets constitute noise violations. Unless the entire room is into it, in which case, carry on. The city respects a good vibe when it hears one.

Impersonation of Government Officials
Posing as staff, developers, or municipal employees (or spreading fabricated government communications) is a serious offense. Identity fraud is not a personality trait.

The Vibe Preservation Act
If your behavior consistently generates citizen complaints, the Bureau of Civic Order reserves the right to intervene. Read the room. If you can’t find the room, ask a mod. They’ll point you to it.

Right to Opt Out
Every citizen has the right to disengage from any conversation, joke, or bit without explanation. "No" is a complete sentence, even in memes. The Bureau of Civic Order enforces this with great seriousness.

Municipal Neutrality Ordinance
Real-world political commentary, social activism, and culture-war rhetoric have no place within city limits. This includes company names, vehicle liveries, player names, slogans, and references to real-world political figures, movements, parties, or current events. BugsVille is built for trucks, deliveries, racing, and good vibes, not a campaign trail. This ordinance applies evenly across all viewpoints. Content that introduces politically or socially divisive messaging may be removed, and citizens may be asked to rename or modify offending content. The Bureau of Civic Order doesn’t care who you vote for. Just don’t bring it here.

Citizen Wellbeing & Roleplay Boundaries
Roleplay is the lifeblood of BugsVille, but certain real-world topics are off-limits in all RP scenarios. Suicide, self-harm, domestic abuse, sexual assault, and similarly distressing themes must not be incorporated into violations, court cases, dispatch calls, or any other roleplay interaction. This city runs on good vibes, not trauma. If you’re unsure whether a scenario crosses the line, it probably does. The Bureau of Civic Order takes citizen wellbeing seriously.

Overwatch Supremacy Clause
Overwatch has final say on all matters within city limits, full stop. Do not attempt to circumvent their rulings by lobbying the Mayor’s office, sliding into City Hall DMs, or sending a strongly-worded letter to the top floor. The Mayor has better things to do (mostly golf). If Overwatch made the call, that’s the call. Disagreements can be filed through proper ticket channels, where they will be reviewed with the gravity they deserve.

High-Value Asset Protection Act
BugsVille’s high-value assets are municipal property: Steel Coils, H-Beams, Copper Coils, Copper Wire, Copper Concentrate, Transformers, Tanks, and Terras. Moving any of these off BugsVille to another server is a permanent ban, no exceptions. Terras also require proof you helped build one before you can buy it. Buy one without contributing and you’re looking at a temporary ban. The Bureau of Commerce keeps receipts.

Secure Load Requirement
Hauling unsecured cargo on public roads is prohibited. Loose crates, pipes, pallets, and containers work themselves free at the first corner, scatter across the road, and leave the city picking litter out of the ditch on the public’s dime, to say nothing of the driver behind you. Strap it, chain it, or leave it at the depot. Officers may cite an Improperly Secured Cargo violation for any load that was never going to survive the trip, and the Motor Division has yet to accept “it was fine when I left” as a defense.

Street Racing Prohibition
Racing on public roads is prohibited. Organized racing belongs at sanctioned venues: BRL events, the speedway, and Motor Division time trials. Officers may cite any driver taking part in a street race, and contested citations go before the Municipal Court like any other charge.

Harbor Delivery Vehicle Ordinance
Delivery jobs at the harbor end when the delivery does, not whenever you feel like walking away from the truck. Store or despawn the vehicle through your vehicle menu once the job’s closed out instead of leaving it parked on the quay for someone else to deal with. Driving it into the water isn’t a workaround, it just adds Fishing a Truck Out of the Harbor to the Bureau of Waste Management’s to-do list, and Overwatch treats a dumped vehicle the same as any other Abandoned Vehicle violation. The harbor has enough boats in it already.

Oversize Load Width Ordinance
An oversize load keeps to one lane. If the load is genuinely too wide for that, it may reach into the next lane only as far as still leaves everyone else a way past. Most roads in BugsVille carry one lane each way, so a load taking both of them is not a wide load, it is a closed road, and the Motor Division will treat it as one. Anything reaching beyond its own lane needs a traffic control escort, and that escort puts warning signs out on the approach so the driver coming the other way finds out before the corner rather than during it. Do what your escort tells you and you are covered. The full text is section 5.6 of the Traffic Code.

Municipal Court Filing Standard
AI tools are allowed for grammar checks and similar help. The Municipal Court only takes issue with large walls of clearly AI-generated text. A judge may dismiss the case at their discretion, and repeat offenders may lose the privilege of using the court system. The clerk does not mind a helpful tool. It does mind being handed a novel nobody wrote.

Winch Towing Prohibition
Winch towing is prohibited. A winch is recovery equipment, not a second hitch: do not use it to haul or transport an extra vehicle, trailer, or object. Recover the stuck vehicle, disconnect the cable, and continue with one legal load. Overwatch handles violations under the established warning, kick, one-day ban, and three-day ban ladder. A cable staying attached does not turn it into a permit.
End of Municipal Code. These ordinances exist to keep BugsVille a place people actually want to be, not to hand down heavy-handed governance. When in doubt, consult Overwatch. They've read the whole handbook. Probably.
Zero Tolerance Policy
Executive directive from the Office of the Mayor
BugsVille's systems (violations, court, dispatch, kudos, citizen ratings, and everything else) exist for roleplay and fun. If you don't want to participate, that's completely fine. Nobody is required to engage with any of it.
But if you abuse or spam these systems, or if you are banned from the game server, you will be permanently removed from everything: the server, the website, Discord, all of it. No warnings, no second chances, no appeals.
This is non-negotiable. We built these systems for the community to enjoy, and we will protect them accordingly. Abuse them and you're out, permanently and without recourse.

All citizen inquiries, complaints, and existential crises can be directed to the Overwatch Team via our official City Hall on Discord.
For all other matters, create a ticket. The Overwatch Division processes requests in the order they were received, with excellent penmanship.
